Dr. Harmon assumed the position of senior vice president for student affairs on March 21, 2016. His previous appointment was as the associate vice president at Iowa State University since 2013. He brings extensive experience in admissions and enrollment management, student development, student activities, and diversity programming to Iowa State University.
As the associate vice president for student affairs, Dr. Harmon oversaw enrollment services, admissions, student financial aid, learning communities, Educational Talent Search, and Upward Bound programs, as well as the student affairs budget and human resources operations. Previously, Dr. Harmon was executive director of student success and retention at Cincinnati State Technical and Community College, Cincinnati, Ohio; dean of student development at Rhodes State College, Lima, Ohio; and dean of admission, retention and student life at Washtenaw Community College, Ann Arbor, Michigan.
From 1996 to 2007, he served in various leadership positions at the University of Toledo in Ohio. He was interim assistant dean of students, director of the University of Toledo’s African American Student Enrichment Office, director of freshman admission, among other roles. During his career at the University of Toledo, he worked closely with the Office of Residence Life in resource planning and programming.
Dr. Harmon is a member of NASPA, the national association of student affairs administrators in higher education, and has held regional and state offices with American College Testing (ACT), the College Board, and the Ohio Board of Regents’ Committee on College Access. Dr. Harmon recently earned his doctoral degree in higher education and administration (2013) from the University of Toledo, and he holds a bachelor of business administration degree (1987) and a master’s in education (1998) from the University of Toledo.

Jean Foley, who serves as secretary in the Student Affairs Office, enjoys her job because of all the different people she gets to meet. Before coming to Iowa State, Foley worked at Automatic Systems Co. and PMI in Ames.
Foley and her husband Doug have a black labrador named Boji. In her spare time, she enjoys golfing, watching Iowa State sports, and outdoor activities.

Kathleen Harrison has a diverse cultural background and experience in advertising and design. She received both her Bachelor of Science in Radio-TV-Film and Master of Arts in Advertising from the University of Texas at Austin. Before coming to Ames, Kathleen worked in Tempe, Ariz. for the Ira A. Fulton Schools of Engineering at Arizona State University. As the creative services manager in the marketing department, she was responsible for art directing and managing the Schools’ external communications. Her education science and design background began even earlier when Kathleen worked as a graphic designer for the Museum of Science and Industry in Chicago. In addition to living in Texas, Arizona and now Iowa, Kathleen lived and studied overseas for many years in Japan, the Philippines, Korea, Thailand and Hong Kong.

Kecia Dougherty was hired in June 2016 as the Human Resources Coordinator for the Division of Student Affairs. Prior to this position at Iowa State University, she was a Human Resources Consultant at Oregon State University for 5 years, and a Human Resources Assistant with the Verona Area School District in Verona, Wisconsin. Kecia has also held multiple positions with the State of Iowa and the State of Wisconsin.
In her spare time, she enjoys biking, walking, hiking, and spending time with family. Kecia and her husband, Brian (an ISU graduate student) currently reside in Ames with their youngest daughter and dog. Their eldest daughter lives in Madison, Wisconsin with her husband (a UW-Madison employee) and two daughters.

Michael Staebler was hired in July 2012 as the Human Resources Liaison for the Division of Student Affairs. Prior to his position at Iowa State University he served in the military for 32 years with his last assignment being the Director of Human Resources for the Iowa National Guard.
Michael earned two degree a B.A. in Management from MaryCrest College in Davenport, Iowa and a M.P. A. with an Emphasis on HR from Drake University in Des Moines, Iowa.
In his spare time he enjoys walking, biking, and golfing. Michael and his wife Cheri currently reside in Ames, so that they can easy attend ISU Football, Volleyball, and Men’s and Women’s Basketball games.

Bonnie Whalen was hired in May 2005 as the Budget and Human Resources Manager for the Division of Student Affairs. Bonnie is responsible for coordinating and overseeing the Budget and Human Resource functions for the ten departments that report to the Senior Vice President for Student Affairs.
Prior to this position, Bonnie was the manager of the Computer Sales division here at Iowa State University for six years and a Budget Analyst for the Department of Energy at Ames Laboratory for three years.
A graduate of Iowa State University, Bonnie started her career in 1988 as a work-study student and has been here ever since.
Bonnie and her husband Sean (also an ISU employee) have two daughters and make their home near Pilot Mound, IA.

Rosalie Wilbanks provides executive level administrative support to the Senior Vice President for Student Affairs. Her responsibilities include briefing the SVPSA regularly on status of projects, deadlines, meeting preparations; managing all scheduling for SVPSA; serving as the first point of contact for SVPSA; and screening and directing all incoming communications. Ms. Wilbanks serves as an informational resource and conducts investigative research and reporting to assist the SVPSA in making administrative decisions. She also provides administrative support to committees and manages special projects and tasks as assigned by the SVPSA.
